Following closely is Minnesota, known as the 'Land of 10,000 Lakes,' with a high score of 62.07. The state offers a balanced mix of excellent school systems, affordable cost of living, and a nurturing environment for children and youth. 

Next, we have New York featuring a score of 61.11. Despite its high cost of living especially in metro areas, New York secures a high position thanks to its strong healthcare and education systems.  North Dakota ranks fourth with a score of 59.6, boasting a remarkably safe and child-friendly environment. The next state in our rankings is Vermont, with a very close score of 59.27.
